Overview

Conducts a baseline assessment for Skills4Girls in Ethiopia to establish initial KPI values and inform evidence-based planning. The assignment measures girls' agency, digital skills, school retention, gender attitudes and social norms for future monitoring.

Responsibilities

  • Establish baseline values for Skills4Girls key performance indicators
  • Measure girls' agency, digital literacy, school participation and retention, gender attitudes and social norms
  • Support realistic target setting and evidence-based work planning at regional, woreda and school levels
  • Link outputs, intermediate outcomes and higher-level results for performance monitoring
  • Identify implementation gaps and learning opportunities to inform programme planning
  • Develop methodology, workplan, sampling strategy and data collection approach for the assessment
  • Produce assessment outputs that support contextualized planning, implementation, management and decision-making

Requirements

  • Master's degree in gender studies, education, social sciences, development studies, statistics, public health, monitoring and evaluation or a related field
  • At least 10 years of relevant professional experience conducting research, assessments or evaluations related to education, gender equality, adolescent programming, child protection or related areas
  • Proven experience developing results frameworks for gender and adolescent girls' programmes
  • Strong understanding of adolescent girls' empowerment and gender issues in Ethiopia
  • Excellent report writing and analytical skills
  • Proven experience in mixed-methods research and data analysis
  • Proficiency in English and Amharic is required
