Programme Policy Officer (CP Management)

Supports WFP Somalia's engagement with cooperating partners, NGOs and government institutions in the Mogadishu area office, coordinating capacity assessments, risk reviews, training and monitoring to strengthen partner accountability.

• Engage cooperating partners, NGO consortiums, government institutions and other NGOs to implement the Country Office's partner engagement strategy
• Document challenges, opportunities and lessons learned from partner engagement to improve delivery of assistance
• Scope and profile potential NGOs and advise on strategic engagement in liaison with technical units
• Contribute to capacity assessments and partnership evaluations, and coordinate improvement plans for cooperating partners
• Review tools, guidelines and SOPs to resolve audit issues and ensure partners apply WFP standards correctly
• Assess and recommend risk mitigation measures for cooperating partner engagements
• Coordinate training of cooperating partners on WFP policies, guidelines and templates
• Support spot checks, monitoring activities and timely, accurate recording of activities in WFP's COMET system

• Advanced university degree in Business Administration, Marketing, International Relations, Economics, Finance/Accounting, Nutrition, Food Security, Management, International Development or Project Management, or first degree with additional relevant experience
• At least 1 year of relevant experience with an advanced degree, or 3 or more years with a first degree, in partnership management and resource/funds management in humanitarian operations
• Fluency (level C) in English and Somali
