Overview
The consultant will support UNRWA investigations into misconduct by conducting case assessments, OSINT inquiries, digital evidence review, reporting and investigative capacity-building for the Department of Internal Oversight Services.

Responsibilities
- Assist investigations into misconduct, fraud, corruption, harassment, neutrality breaches and related allegations
- Review complaints, develop investigation plans and assess evidentiary value
- Conduct interviews and analyse documentary, electronic and digital evidence
- Carry out OSINT activities using public sources, social media, websites and databases
- Draft investigation reports, closure reports, advisory reports and briefing notes
- Contribute to investigative policies, methodologies, lessons learned and training
Requirements
- Advanced university degree in law, policing, cybercrime investigations, criminal justice, criminology, digital investigations, journalism or a related field, or a first-level university degree with two additional years of qualifying experience
- At least five years of progressively responsible investigatory experience
- At least two years of international experience outside the candidate's home country, permanent residence and country of citizenship
- Fluency in English
