Finance and Budget Officer

Manages budgeting, grants, voluntary contributions and implementing-partner finance for UNON, providing analysis and advice under UN financial rules and IPSAS. The role monitors performance and risks, strengthens controls, supports audits and guides staff and programme stakeholders.

Department: Budget and Financial Management Service

• Analyse budget proposals, cost estimates and resource allocations for regular and extra-budgetary funding
• Monitor budget implementation, financial performance and cost recovery and recommend corrective action
• Validate contribution agreements and account for voluntary-contribution revenue
• Manage grants, donor reporting, receivables, reconciliations and suspense balances under IPSAS
• Oversee implementing-partner transactions, reporting, risk assessment and financial assurance
• Maintain accounting records, audit trails, internal controls and standard operating procedures
• Advise managers and programme stakeholders on financial policy and compliance
• Supervise staff, support audits and use financial data to identify trends and risks

• Advanced degree in business administration, finance or a related field, or a first-level degree with two additional years of qualifying experience
• Professional qualification from ACA, ACCA, CPA, CIMA or another recognised accountancy body
• At least five years of progressively responsible finance, administration, budget or business-administration experience
• Supervisory and performance-management experience
• Experience using SAP ERP
• Experience applying IPSAS
• Experience in implementing-partner finance, grants, trust funds, voluntary contributions and donor reporting
• English at UN Level II in reading, writing, listening and speaking
