Experts to Develop a Handbook on SOPs for Unaccompanied Minor Children and Vulnerable Foreign Nationals

IOM North Macedonia seeks up to three local individual consultants with expertise in social protection, law enforcement or the judiciary to develop a Handbook operationalizing SOPs for dealing with unaccompanied minor children and other vulnerable foreign nationals. Work includes desk research, stakeholder consultations, drafting and validation, funded under an EU-supported project on irregular migration management.

Department: Migration Policy and Coordination

• Conduct desk research on SOPs and relevant child protection legislation and standards
• Carry out consultations with government and non-governmental stakeholders on SOP implementation
• Present work plan, methodology and table of contents for Handbook to IOM and national institutions
• Draft the Handbook covering child protection standards, case management and implementation steps
• Present draft Handbook at validation workshop and facilitate discussion
• Finalize Handbook incorporating stakeholder feedback by 12 October 2026

• University degree with minimum 5 years professional experience in social protection, law enforcement and/or judiciary, or secondary education with at least 7 years relevant experience
• Demonstrated experience preparing handbooks/manuals/curricula for national institutions on migrant protection
• Demonstrated knowledge of Macedonian migration legislation, rulebooks and forms related to child justice and protection
• Fluency in Macedonian mandatory; valid residence or work permit for North Macedonia required

• Payment: single instalment of 100% of contract value upon approval of deliverable
• Final Handbook to be delivered in Macedonian
• Travel to Kumanovo and Gevgelija required; consultancy fee is all-inclusive of transportation
