Responsibilities
- Review the Arab Digital Agenda, regional development reviews, analytical reports and relevant international digital policy frameworks
- Develop baselines and synthesise national and regional findings to inform ADA 2.0 priorities, indicators and implementation
- Structure and refine successive iterations of the first version of ADA 2.0 and its strategic and monitoring architecture
- Integrate artificial intelligence, emerging technologies, geospatial applications, green digital transformation and postal services into the expanded agenda
- Align ADA goals, targets and indicators with the NDDRs, ADDR and Digital Development Measurement and Monitoring Model
- Undertake policy research, benchmarking and literature reviews and maintain a referenced evidence base
- Coordinate contributions and consultations with Arab countries, regional organisations, technical experts and multistakeholder forums
- Prepare the provisional progress report, proposed architecture, executive summary, presentations and briefing materials
Requirements
- Master’s degree in ICT, digital development, public policy, international development or a related field
- At least 15 years of professional experience in ICT for development, digital transformation, digital policies and strategies, internet governance or related areas
- Experience in digital governance, digital cooperation, internet governance, AI governance and multilateral digital policy processes
- Experience drafting regional digital agendas, ICT strategies or digital development reports
- Extensive knowledge of digital development issues in the Arab region
- Experience working with international and regional organisations
- Fluency in written and spoken Arabic and English
