Responsibilities

  • Develop an innovative financing strategy and roadmap for the Government of Guinea
  • Identify and evaluate financing instruments relevant to Guinea's context
  • Analyse the legal, regulatory and financial feasibility of proposed instruments
  • Define realistic implementation mechanisms for innovative financing options
  • Strengthen capacity of public institutions responsible for deployment
  • Conduct a diagnosis of Guinea's financial landscape, financing flows and sector deficits
  • Assess debt sustainability, sovereign credit profile and risks linked to financing instruments
  • Coordinate with the Ministry of Economy, Finance and Budget, Simandou 2040 stakeholders and UNICEF

Requirements

  • Master's degree in public finance, economics, public administration or a related field
  • Minimum 15 years of professional experience combining sovereign finance, development finance or structured finance expertise with proven experience in low- or middle-income countries
  • Proven experience designing, structuring or advising on innovative financing operations for governments or multilateral institutions, including at least one completed transaction
  • Demonstrated expertise in financing human capital sectors, including health, nutrition, education, social protection, technical and vocational training, youth employment, higher education, innovation or technological research
  • Expertise in results-based mechanisms
  • French as the main working language
