Análisis de las políticas de desarrollo productivo en San Luis Potosí: trayectoria, instrumentos e impacto sobre la transformación productiva

The consultant will examine the evolution, instruments and results of productive development policies in San Luis Potosí, producing a rigorous subnational case study that identifies institutional lessons, policy impacts and recommendations for Mexico’s green and inclusive transformation.

Department: International Trade and Productive Development Unit, ECLAC Mexico

• Review ECLAC source documents on subnational productive development policy
• Develop a research protocol and proposed structure for the case study
• Characterise San Luis Potosí through economic, social, demographic and productive data
• Analyse state capabilities and productive development policies across the 1970–1990, 1991–2010 and 2011–2026 periods
• Assess policy impacts on exports, technology adoption, employment and environmental sustainability
• Systematise findings, lessons and recommendations using the nine-phase policy life cycle
• Present the study and incorporate supervisory comments into final products

• Bachelor’s degree in Social Sciences, Economics, Public Administration or a related field
• At least five years of experience in public policy, industrial policy, economic development or value chains
• Fluency in Spanish

• Home-based consultancy from 7 August to 30 December 2026
• Products and meeting records must be written in Spanish
• The consultant must transfer applicable intellectual-property rights in work produced for ECLAC
• Any mission travel requires completion of organisational security courses and timely mission reporting
