Leads community engagement and accountability work for IOM Afghanistan, managing the unit budget and administration while embedding community-based planning, social cohesion and accountability-to-affected-populations approaches across humanitarian and recovery programming in the country.

Responsibilities

  • Manage the Community Engagement and Accountability unit and its operational budget
  • Coordinate community engagement activities and Community Action Plans across IOM Afghanistan
  • Develop mission-wide approaches for community assessment, planning and monitoring
  • Provide training and technical guidance on community mobilisation and stakeholder coordination
  • Design context-specific community engagement strategies for Afghanistan
  • Develop tools for social cohesion, climate action, accountability and gender mainstreaming
  • Build communication mechanisms to identify and address accountability concerns
  • Coordinate with safeguarding colleagues on awareness and communication about prohibited conduct

Requirements

  • Master's degree in social or political science, international development, international law or a related field with five years of relevant professional experience, or a university degree with seven years
  • At least five years of relevant experience providing technical input and capacity development in community assessment and engagement processes
  • Experience coordinating with actors in sustainable reintegration, resilience, social cohesion and basic services
  • Experience establishing and maintaining community feedback or accountability mechanisms
  • Fluency in English

Skills & Tools

Considerations

  • Experience across the humanitarian-development-peacebuilding nexus
  • Experience with the UN system or INGOs
  • Experience in area-based response in humanitarian and development settings
  • Experience working in Afghanistan or a similar context
  • Working knowledge of another official UN language, Dari or Pashto

  • Internationally recruited professional staff are required to be mobile
