Overview

Develops training materials, standard operating procedures and analytical reporting for Kazakhstan K-9 units involved in border surveillance and emergency response, including search and rescue training for state agencies.

Responsibilities

  • Develop training materials for K-9 units responsible for green-border surveillance and emergency response
  • Conduct a three-day search and rescue operations training for Border Service and Ministry of Emergency officers
  • Develop standard operating procedures for joint K-9 unit trainings on search and rescue
  • Report on trainings conducted during the consultancy period
  • Participate in coordination meetings with IOM Astana and Kazakhstan partners
  • Submit a final analytical report on consultancy results

Requirements

  • Postgraduate degree in law, crime code, migration studies, border security, international law or a related field with at least eight years of experience in law enforcement or military educational institutions, or a university degree with ten years
  • Highest-level expertise in border security
  • At least eight years of experience conducting trainings for trainers in border governance
  • Experience developing training or workshop materials
  • Professional experience on migration-related topics
  • Professional experience in immigration and border governance
  • Strong analytical, verbal and report writing skills
  • Knowledge of Russian or Kazakh

Considerations

  • Experience with governmental and non-governmental institutions and senior immigration or border governance representatives in Kazakhstan
  • Previous experience working in an international organisation

  • Consultant is responsible for medical insurance for non-occupational accidents or illness
