Consultoría jurídica sobre REDD+, salvaguardas e institucionalidad ambiental

Produces legal analysis and regulatory proposals to strengthen Paraguay's REDD+ safeguards, MADES institutional framework and carbon-market standards under the Paraguay +Verde project.

• Analyze national and international legal frameworks applicable to REDD+ environmental and social safeguards
• Identify legal gaps, overlaps, contradictions and opportunities affecting REDD+ safeguards implementation in Paraguay
• Evaluate alignment between national law, Cancun safeguards and UNFCCC requirements
• Prepare a comparative matrix between current national law and Cancun safeguards
• Review the legal and institutional framework governing MADES and related regulations
• Draft a proposed regulatory decree to modernize and clarify MADES competencies linked to REDD+
• Analyze legal feasibility and regulatory options for homologating international carbon-market standards
• Present products, incorporate institutional feedback and participate in coordination and validation meetings

• University degree in law or related fields
• Two years of experience in professional roles or consultancies related to environmental regulation, public institutional regulation, or legal analysis of environmental or climate policies
• Proven experience preparing decrees, regulations, regulatory proposals, legal opinions or legal analysis of regulatory frameworks
• Fluency in Spanish is required
• Effective oral and written communication is required
• Availability for in-person and virtual meetings with institutional actors is required

• Consultancy duration is three months and 16 days
• Home-based role with periodic meetings at MADES offices in Asunción, Paraguay
• Products must be delivered digitally in Word and PDF, with legal annexes, comparative matrices, draft articles and editable documents where applicable
• The consultancy is limited to legal analysis, regulatory drafting and legal proposals and does not include administrative management or generic assistance
