Responsibilities
- Analyze national and international legal frameworks applicable to REDD+ environmental and social safeguards
- Identify legal gaps, overlaps, contradictions and opportunities affecting REDD+ safeguards implementation in Paraguay
- Evaluate alignment between national law, Cancun safeguards and UNFCCC requirements
- Prepare a comparative matrix between current national law and Cancun safeguards
- Review the legal and institutional framework governing MADES and related regulations
- Draft a proposed regulatory decree to modernize and clarify MADES competencies linked to REDD+
- Analyze legal feasibility and regulatory options for homologating international carbon-market standards
- Present products, incorporate institutional feedback and participate in coordination and validation meetings
Requirements
- University degree in law or related fields
- Two years of experience in professional roles or consultancies related to environmental regulation, public institutional regulation, or legal analysis of environmental or climate policies
- Proven experience preparing decrees, regulations, regulatory proposals, legal opinions or legal analysis of regulatory frameworks
- Fluency in Spanish is required
- Effective oral and written communication is required
- Availability for in-person and virtual meetings with institutional actors is required
