Análisis de las políticas de desarrollo productivo en Chihuahua

Produces an analytical study on productive development policies in Chihuahua, examining policy trajectories, instruments and impacts to inform ECLAC work on subnational productive development in Mexico.

Department: International Trade and Productive Development Unit

• Review ECLAC documentation on productive development policies and related analytical frameworks
• Prepare a study outline and research protocol defining the problem, objectives, product and methodology
• Characterise Chihuahua's economic, social, demographic and productive structure
• Analyse state capacities and productive development policies across the 1970-1990, 1991-2010 and 2011-2026 periods
• Identify policies with significant effects on exports, technology incorporation, employment and environmental sustainability
• Systematise findings, lessons learned and policy recommendations using the nine-phase policy cycle
• Participate in follow-up and study presentation meetings
• Incorporate supervisor comments and revisions into the final products

• Bachelor's degree in social sciences, economics, public administration or a related field
• At least five years of experience in public policy, industrial policy, economic development or value chains
• Spanish proficiency is required

• Consultancy runs from 31 July 2026 to 30 December 2026
• Work will be performed from the consultant's place of residence
• Reports and minutes must be written in Spanish using Microsoft Office 2013 or compatible formats
• Mission travel requires completion of UN security courses and timely mission reporting
