Prepares an analytical study on subnational productive development policies in Baja California, contributing evidence for ECLAC work on green, inclusive and sustainable productive transformation.

• Review ECLAC documentation on subnational productive development policies and related analytical frameworks
• Prepare a tentative study outline and research protocol for the consultancy objective
• Characterise Baja California's economic, social, demographic and productive structure
• Analyse state capacities and productive development policies implemented in Baja California from 1970 to 2026
• Identify policies and instruments with significant impact on exports, technology uptake, employment and environmental sustainability
• Systematise findings, lessons learned and policy recommendations using the nine-phase policy life-cycle framework
• Participate in follow-up and study presentation meetings
• Incorporate supervisor feedback into the final products

• Bachelor's degree in social sciences, economics, public administration or a related field
• At least five years of experience in public policy, industrial policy, economic development or value chains
• Command of Spanish

• Expected duration: 31 July 2026 to 30 December 2026
• Work will be carried out from the consultant's place of residence
• Reports and minutes must be written in Spanish using Microsoft Office 2013-compatible Word or Excel formats
