Responsibilities
- Review ECLAC documentation on subnational productive development policies and related analytical frameworks
- Prepare a tentative study outline and research protocol for the consultancy objective
- Characterise Baja California's economic, social, demographic and productive structure
- Analyse state capacities and productive development policies implemented in Baja California from 1970 to 2026
- Identify policies and instruments with significant impact on exports, technology uptake, employment and environmental sustainability
- Systematise findings, lessons learned and policy recommendations using the nine-phase policy life-cycle framework
- Participate in follow-up and study presentation meetings
- Incorporate supervisor feedback into the final products
Requirements
- Bachelor's degree in social sciences, economics, public administration or a related field
- At least five years of experience in public policy, industrial policy, economic development or value chains
- Command of Spanish
